Colonel Shawn McGinley assumed command of the U.S. Army Corps of Engineers, Rock Island District, on July 17, 2009.  Col. McGinley received his commission in the U.S. Army Corps of Engineers in 1988 from the Pennsylvania State University ROTC program.

He has served for 16 years in mechanized combat engineer battalions and brigades based in Germany in the 1st and 3rd Armored Divisions and the 1st and 3rd Infantry Divisions as well as the 18th and 130th Engineer Brigade.  His last command was of the 54th Combat Engineer Battalion in Bamberg, Germany, from 2004 to 2007.  His battalion deployed to Ramadi, Iraq, in support of the 2nd Marine Division and the First Marine Expeditionary Force.  The 54th cleared over 1,200 improvised explosive devices in Al Anbar province and was awarded the Navy Unit Commendation for their actions.

Col. McGinley served in Operation Desert Shield/Desert Storm and served in the initial deployment of U.S. Forces to Kosovo as part of KFOR 1.  He deployed to Iraq twice in support of Operation Iraqi Freedom; from 2003 to 2004 in Baghdad and from 2005 to 2006 in Ramadi.  Prior to the Army War College, he was assigned to the Deputy Chief of Staff, Engineer, for Headquarters, United States Army Europe in Heidelberg, Germany.

He has served as an Observer Controller on the combat engineer training team at the National Training Center, Fort Irwin, Calif. from 1996 to 1998.

He holds a bachelor’s degree in Civil Engineering from The Pennsylvania State University, a master’s degree in National Security and Strategic Studies from the U.S. Naval War College and a master’s degree in Strategic Studies from the U.S. Army War College.  His military education includes the Engineer Officer Basic and Advance courses, Airborne, Air Assault and Ranger Schools, the Naval College of Command and Staff and the Army War College.
